The Grotto Fountain of Democratic Principles in Maguire Gardens, on the grounds of the Los Angeles Central Library. A collaboration of landscape architect Lawrence Halprin and artist Jud Fine, it’s a reminder of civil liberties in the United States.
Inscribed on the upper arch above the fountain is a quote from the abolitionist orator and former slave Frederick Douglass: POWER CONCEDES NOTHING WITHOUT A DEMAND - IT NEVER DID - IT NEVER WILL.
The two tiers of the fountain are inscribed with excerpts from section 1 of the Fourteenth Amendment to the United States Constitution, originally drafted after the Civil War to ensure the rights of former slaves. On the upper tier, ALL BORN OR NATURALIZED IN THE UNITED STATES ARE CITIZENS. On the lower tier, NO STATE SHALL ABRIDGE THE PRIVILEGES OR IMMUNITIES OF CITIZENS NOR SHALL ANY STATE DEPRIVE ANY PERSON OF LIFE, LIBERTY OR PROPERTY, WITHOUT DUE PROCESS OF LAW NOR DENY EQUAL PROTECTION.
